The last thing I could try is disabling my cpus IGPU in the bios but If that works it will end up being a software glitch that has caused all this, and it would interfere with my second monitor. I am thinking about getting a new 12400f cpu, I don't know if that will help or not though. One of the videos starts out smooth and after like 5 or 10 seconds starts freezing, cpu usage jumps to like 20 percent before settling back down and turning into a slideshow. Only around 2 percent cpu and not much GPU. It also doesn't make sense that I wasn't getting much usage. I'm a few days late but I tried that again, just installed the HEVC codec from windows store, and I tried one of the videos on the windows media player built in player to remove as many variables as possible ( did it flat using just my monitor, no headset ), and it was still way too laggy and low fps to be usable.
